The terms that apply when you purchase a UCR or related compliance filing from Motus Assist, operated by Motus Assist LLC.
This agreement covers everyone who buys a filing through motusassist.com. Ticking the acceptance box and paying means you accept what follows, so it is worth the few minutes it takes to read.
Who you are dealing with
Motus Assist is a private filing service run by Motus Assist LLC. We do the administrative work for motor carriers, brokers, freight forwarders and other transportation businesses that need a Unified Carrier Registration (UCR) or a related compliance filing prepared and lodged.
We are a private company, not a government agency. We have no affiliation with UCR.gov, the Unified Carrier Registration Plan, the Federal Motor Carrier Safety Administration, the U.S. Department of Transportation, or any federal or state body, and none of them endorse us. Nobody is required to use a service like ours. You can go straight to the UCR Plan at www.ucr.gov and pay nothing beyond the government fee. We think the work we save you is worth paying for, but that is your call to make, and you should make it knowing the alternative exists.
What you are buying
When you place an order with us, we:
- go through the information you have submitted, checking it is complete and looking for obvious errors;
- prepare and process your UCR or related compliance filing;
- lodge that filing through the government portal on your behalf;
- send you the confirmation documentation once it has gone in;
- answer your questions and give you administrative support on that filing.
We charge a service fee for that work, on top of the government fee. What the total is made of is broken down under what the price is made of.
What ticking the box commits you to
By accepting these terms and paying, you are confirming each of the following:
- You own the business being registered, or you are authorised to act for it.
- You are giving Motus Assist LLC permission to prepare, process and submit UCR and related compliance filings for that business.
- You are authorising a charge to your chosen payment method for the full amount shown at checkout — government fee, our service fee and the card processing fee combined.
- You have read these terms, including the refund rules below, and accept them.
- You accept that ticking the box is your electronic signature, and carries the same weight as signing a piece of paper.
We store a record of that authorisation against your transaction, with the date and time attached. If a payment is ever disputed, that record is what we produce.
What the price is made of
Checkout shows you one number. Three separate things sit inside it:
- The UCR government fee — set by the Unified Carrier Registration Plan according to your fleet size. It goes to the government, and it is identical no matter who lodges the filing for you.
- Our service fee — what we charge for reviewing, preparing, processing and submitting the filing.
- The card processing fee — what our payment processor charges to handle the transaction.
Here is the total payable to us for the 2026 registration year by fleet size (figures are subject to change):

The government can change its fee at any time. The UCR fee is set by the Unified Carrier Registration Plan and published at plan.ucr.gov/fee-brackets. It is outside our control and can be revised mid-year. The table above reflects our pricing as at the date printed at the top of this page, and whatever checkout displayed when you paid is the price that governs your order. If the government moves the fee after you have paid but before we file, we will come to you first — you can pay the difference, or cancel and take a full refund of everything you paid.
Whatever separates the government fee from the total is our service fee plus the card processing fee. Other filing types — Biennial (MCS-150) updates, Out-of-Business notifications — are priced at checkout before you commit.
The information you give us
You are telling us that:
- everything you have provided is complete, accurate and true as far as you know;
- you understand we file exactly what you gave us, as you gave it to us;
- information you got wrong or left out is on you, not on us;
- we are not liable for delays, rejections, penalties or re-work caused by inaccurate information you supplied.
Changing your mind, and refunds
The first 24 hours
For any reason at all, within 24 hours of paying, you can cancel and get every cent back — no deductions, no administrative charge. Email support@motusassist.com or call 1-877-358-9369 with your USDOT number and order details.
How long the filing takes
We complete filings within 7 to 14 business days of the order. Where it lands in that range depends on document processing and on the government portal being available.
When the government portal is down, under maintenance, or refusing submissions for technical reasons, your filing goes in as soon as it comes back. We watch portal availability continuously and submit at the first opportunity. Time lost to the portal being unavailable does not count against the window above.
After the 24 hours have passed
Once that window shuts, our filing team picks up your order — reviewing what you sent, preparing your compliance documents, assembling the submission for the government portal. That is staff time, and it cannot be un-spent.
So orders cancelled after 24 hours are not eligible for a full refund. If a refund is issued beyond that point — at our discretion, by agreement, or through a payment dispute — you receive 60% of what you paid. We keep the remaining 40% as an administrative, document preparation and processing fee, which reflects the work already done for you.
That 60 / 40 split is set out here before you buy, and you accept it when you agree to these terms at checkout.
When you get everything back
You receive a full refund of what you paid if:
- you were charged more than once for the same filing;
- we miss the 7-to-14-business-day window for reasons that were ours to control; or
- the government changed the UCR fee after you paid but before we filed, and you chose to cancel instead of paying the difference.
How the money comes back
Refunds go back to the card or account you paid with. Depending on your bank, expect the money to show up within 5 to 10 business days of us issuing it.
Before you call your bank
If something has gone wrong, come to us first — support@motusassist.com or 1-877-358-9369. Nearly everything gets sorted out in one conversation, and we would much rather fix it than argue about it through your card issuer.
By purchasing, you acknowledge that:
- you are buying a service — filing preparation, processing and compliance support — not a physical product;
- work starts when the 24-hour cancellation window closes, and the service counts as delivered once that work is done, regardless of whether the government has finished processing at its end;
- the refund rules above apply to any refund that comes out of a payment dispute.
If a dispute is raised with your bank or card issuer, we may submit as evidence: your acceptance of these terms with its date and time, transaction authorisation records, IP address logs, copies of the forms and filings we prepared or submitted, our correspondence with you, and the confirmation documentation.
When a filing counts as done
A filing is complete once we have submitted your registration through the appropriate government portal, or once we have finished the service work required to submit it using the information you gave us.
If a filing is rejected because of something incorrect or missing in what you supplied, we will tell you what needs fixing. Correcting and resubmitting in that situation is not a failure on our side, and does not trigger the full-refund cases above.
What we cannot promise
We lodge filings; we do not run the government. Processing times, decisions, approvals, audits and enforcement are theirs, not ours, and no one can guarantee a particular outcome from a government agency. What we are answerable for is preparing and submitting your filing correctly and on time, exactly as described here.
What stays your responsibility
- Your regulatory compliance beyond the specific filing you bought remains yours to manage.
- UCR registration comes round every year. Staying compliant in future years is on you, unless you buy that year's filing from us too.
- We are not lawyers. We do not give legal advice and we do not represent you in front of any government authority.
Paperwork by email
Using our service means agreeing to receive documents, confirmations, receipts and correspondence electronically. We keep digital records of your transaction for as long as the law allows. What we do with your personal information is covered in our Privacy Policy.
The limit of what we owe you
So far as the law allows, the total liability of Motus Assist LLC for anything arising out of your order is capped at the amount you paid for that order. We are not liable for indirect or consequential losses — lost profits, lost business, or fines and penalties handed down by a government authority.
Which law applies
These terms are governed by the laws of the United States, without regard to conflict of law principles.
Changes to these terms
We revise these terms from time to time. Whatever was published on this page when you bought is the version that governs your order, and the date at the top records when it last changed.
